About ATAC

Airborne Tactical Advantage Company (ATAC) is a division of Textron Systems that provides tactical flight training and adversary services. ATAC serves the U.S. Navy, Marine and Air Force pilots and is actively pursuing many foreign programs. We operate across six military sites on two continents and are the worlds largest outsourced civilian, tactical airborne training organization. ATAC proudly provided training to the Navys TOPGUN and the USAFs F22 Raptor pilots.

Position Summary

The Capture Manager will execute Textrons capture process to win new business and maintain our leadership in the contracted air services market. Reporting directly to the Director of Global Military Sales, the role works within ATACs Global Military Sales team of 45 people and focuses on adversary air training, airtosurface, and special missions.

Job Responsibilities
  • Implement a capture planning discipline to capture new business efficiently.
  • Develop, review, share and update capture plans on a collaborative platform such as SharePoint.
  • Maintain a flexible and dynamic capture process.
  • Balance capture planning, proposal development and handoff to the execution Program Manager.
  • Secure senior management approval and support.
  • Assign specific objectives, schedules and completion dates to capture and proposal teams.
  • Establish regular decisiongate reviews (O/W/R/S) to decide the pursuits next phase.
  • Set a cadence with the proposal manager for timely, complete submissions.
  • Schedule colorteam reviews to improve proposals, capture plans and underlying processes.
  • Submit all proposals and capture documents on time.
  • Conduct postaward steps for a smooth handoff to the execution PM.
  • Serve as the primary communicator with the government during all capture and proposal events.
Qualifications
  • At least 5years of Capture experience producing proposals for U.S. Government customers.
  • 10years of multiindustry Program Management experience, including U.S. government and nonU.S. government military programs.
  • Sound knowledge of acquisition procedures and contracting methods including FAR Part15.
  • Demonstrated performance supervising Integrated Product Teams.
  • Thorough knowledge of the commercial air services market and major customers.
  • Strong business and financial acumen to balance revenue, costs and strategic goals.
  • Technical/operational aviation background.
  • Ability to build longterm relationships with key stakeholders and identify additional sales opportunities.
  • Expertise in developing strategic plans and communicating them to executives orally and in writing.
  • Excellent time management, interpersonal and communication skills.
  • Integrity and accountability for achieving challenging goals.
  • Works independently and collaboratively to deliver results.
  • Poise, adaptability and professionalism with large and small groups.
  • Proactive followup to complete tasks and set priorities.
Education and Certifications
  • Bachelors degree in Business, Engineering, Finance or related fields required.
  • Masters degree in Business, Engineering, Finance or related fields desired.
  • Formal Defense Acquisition training (or international equivalent) required.
  • PMP certification required.
  • Defense Acquisition Workforce Improvement Act LevelIII Program Manager (or international equivalent) desired.
