Lead Systems Analyst Programmer
The Scarsdale Schools Technology Department is seeking an innovative, experienced, and highly motivated professional to join our team as Lead Systems Analyst Programmer. Reporting to the Director of Technology & Innovation, this leadership role is responsible for managing the Data Services team and ensuring the effective support, maintenance, and continuous improvement of the district's enterprise systems and databases that support students, staff, and daily operations.

The Lead Systems Analyst Programmer's responsibilities include:
- Managing the Data Services team consisting of a Systems Analyst Programmer and a Database Specialist; evaluating the performance of the team members and recommending professional development and training opportunities;
- Managing large scale system projects, systems comparisons and evaluations, software development, and software implementation projects, including developing project plans and timelines, coordinating personnel involved and tracking progress of tasks, leading project meetings, and preparing minutes and status reports;
- Overseeing the requirements gathering and writing of programming specifications for systems enhancements, reporting, and systems integrations;
- Overseeing the testing and implementation of new systems and system enhancements;
- Identifying the need for and leading the development and documentation of systems, policies, procedures, workflows, dataflow, and training materials related to systems; training end users as needed;
- Overseeing the District's state and federal student data reporting tasks;
- Developing reports and system interfaces using SQL, PowerShell, and other programming languages; and
- Developing data visualizations of student and staff data using Tableau.
The following skills are required:
- Advanced knowledge of database design and programming;
- Advanced knowledge of Infinite Campus SIS;
- Advanced Excel, Google Sheets, SQL, PowerShell, and Tableau;
- Excellent analytical and problem-solving skills;
- Strong project management and organizational/time management skills, excellent attention to detail, and ability to effectively prioritize workload;
- Ability to manage multiple projects simultaneously and independently;
- Must be a team player, a supportive manager, be able to influence others without formal authority;
- Must possess strong verbal and written communication skills;
- Self-starter with ability to anticipate business needs and offer proactive recommendations;
- Excellent interpersonal and collaboration skills to interact effectively with all levels of stakeholders; and
- Knowledge of public schools, their databases and systems preferred.
This position is classified as a Competitive Class Civil Service title. Applicants must currently hold permanent status in the title or be reachable on the current Westchester County Civil Service eligible list for Lead Systems Analyst Programmer. If the eligible list is exhausted or no reachable candidates are available, qualified applicants who meet the requirements below may be considered for a provisional appointment.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Either: (a) a Bachelor's Degree* and five (5) years of work experience where the primary function of the position was in the analysis and design of computer or internet based information systems or computer programming, including two (2) years in a supervisory capacity; or (b) an Associate's Degree* and seven (7) years of experience as stated in (a), including the two (2) years in a supervisory capacity; or (c) graduation from high school or high school equivalency diploma and nine (9) years' experience as stated in (a), including the two (2) years in a supervisory capacity.
SUBSTITUTION: Satisfactory completion of a bachelor's degree* in Computer Science, Information Technology, Computer Systems, or a closely related field may be substituted for one year of the above stated work experience. There is no substitution for the required two (2) years of experience in a supervisor capacity.
